Personally, I think that Notre Dame would be the natural choice, but the Irish are apparently not interested. I guess they have too much of a good thing going on their own as an independent, football-wise, anyway. However, I could definitely see Missouri making the jump, but I just don't see how you could call the conference the 'Big Ten' anymore. Plus, that would break up the 'Big XII', as well.
Now lets all take a moment and look at Idaho's 16,000 capacity dome. It was originally constructed out of wood and is the smallest stadium in D1 football.

Having a small stadium doesn't mean they are bad team. It just means they are smaller scholl who probably can't afford a 100,000+ seat stadium like Ohio State. Idaho was 7-5 this year and is in a bowl game.
