What does it take to be on an NCAA football practice squad?

Can anyone join a practice squad for an NCAA football team, or do I have to be picked or drafted to be on one? I'm eligible to play, but I haven't been around football for a good 6 years, and know I would need to start off low to get the feel for the game again. The practice squad seems like a perfect route, but I have no idea what it takes to make it on one. Any information would be appreciated!
